3. Arsenal.
Arsenal is the highest spenders in the English Premier League this summer. The Gunners spent €132million on Gabriel Jesus, Fabio Vieira, Oleksandr Zinchenko, Matt Turner, and Marquinhos.
4. Manchester City.
